Mr. Taylor has a degree in Construction Management from Washington State University and he attended law school at Gonzaga University in Spokane, Washington, receiving his Juris Doctorate degree in 1973.

Robert Taylor's area of special interest has been government and procurement contracts, environmental remediation law, construction claims litigation, privatization and design/build project finance relating to private projects and public works of federal, state and local governments. Major litigation includes lawsuits involving quality of construction, quality assurance/quality control, and contract warranty requirements. Robert Taylor has tried cases before state and federal courts, the Court of Claims, Claims Court, ASBCA, Bonneville Power Administration Board, Department of Energy Board, Corps of Engineers Board, and other government agencies. Robert Taylor has had extensive involvement in privatization, project finance, construction claims preparation and presentation, contract drafting and administration, and public policy. He is nationally recognized for his work in the development of partnering and alternative dispute resolution procedures.

Experience Highlights

Mr. Taylor has been involved in the preparation of proposals, change orders and claims related to federal procurement, federal government contract administration, and federal government disputes involving several hundred million dollars worth of construction, and has satisfactorily resolved disputes amounting to many millions of dollars.

Mr. Taylor is a member of the Washington State Bar Association, the American Bar Association, Public Contracts and Construction Litigation Sections, and the Forum Committee for the Construction Industry. He is a member of the American College of Construction Lawyers, was Chairman of the Private Dispute Resolution Committee and served on the Board of Governors. He has been active in several construction trade associations and has taught numerous classes on construction claims preparation, contract administration, procurement, scheduling, and damages to members of governmental agencies, and the private construction industry. He has taught construction claims and construction and environmental law courses for Federal Publications, and has written two environmental law manuals and several construction claims and law manuals.

Mr. Taylor has taught specific training courses on claims and disputes on the construction job site to construction industry companies and governmental agencies, including the Portland, Oregon Division, Corps of Engineers, Bonneville Power Administration, Vancouver, Washington, and National Park Service, Denver, Colorado.
